There is one concern/question I would have about using Cob for the
interior surface of straw bale walls. Can the cob be pressed into the
straw well enough to eliminate any air gaps between the two materials?
The reason for this concern is fire safety. 

There are three other issues I see, but they seem obviously addressable so
long as you consider them in your planning. One is the amount of work
involved. Another is that significant differences between the inner and
outer skins need to be addressed. The third is the weight involved.
