Usually the county offices handle this - county planning/zoning department,
county building department, etc.  Start by finding the county listings in
your phone book, then call the building or planning department - if they
don't have their own listing just call the "general info" line for the
county offices and ask them about zoning, building codes/permits...they'll
point you in the right direction.

If your county doesn't list itself in your phone book, I say build whatever
you want... ;-)
