It is almost certainly effervescence. This is the leaching of salt out of
the wall. It gets in there from the sand (particularly beach sand) and
sometimes from the water. Do you know exactly where both came from?
To get rid of it you need to brush off with a stiff broom or brush and clean
water. It will keep coming through until it is all out. Be persistent and
patient.
