Ken, you are describing an "open air" gabion..that's French for wire
basket filled with lots'o'rocks.

Gabions are  wire mesh cages, like a box, filled with rubble, then the
lid id wired down shut. Strawbalers place a layer of fine screening over
that to keep bugs out, but if you placed cob over it  it seems it would
naturally hold well, fitting between crevaces.  But be sure the water
table won't rise to touch the cob/

I don't know much more, but have thought this was a great idea, since
the rocks can't roll away or displace once in the gabion.  not sure
about the wire rusting.
