Kim, visit the two sites below.  traditionally 2-8%  volume dry hydrate 
lime  when mixed with clay soil  ( by volume) will stabilize it.  around 
muddy building sites bagged lime is spread and trucks and cars run over 
it in the course of daily activity, and this solves the problem.

The state of TX, Australian housing development builders and large US  
plants with  heavy equipment weighing thousands of tons ( like an 
electric power plant) have  mixed in lime to the soils to make it more 
load bearing. The entire Dallas airport runway system was lime 
stabilized in the 1970's to bear large planes.
