Question -
If building a house, smaller than the size that requires permits, can I get power to it? 
I read through the straw bale plans at
http://www.balewatch.com/
Specifically, looking at the one titles "Compound". It mentions building small rooms, housed individually, and too small for building permit requirements. But I am not sure if this means the utility company will hook me up?
