I posted this URL a couple months ago, it give a state by state break down
of general code permit requirements or lack there of.  Very useful for
people trying to determine where to buy land to avoid code issues:

The relevant code stuff starts about half way down the page.

As always, remember to confirm that things haven't changed (and aren't
about to) before buying land based on information such as this.
