Hi Sabrina Free,
Dig under the house and pour a foundation under the
existing one with isolators connecting the two
foundations.
If you have 2x4s, fill the walls, (the stud bays) with
cob and/or insulation.
Upgrade the windows and doors, especially on the side
facing the train with thick glass with rubber glazing
and heavy doors and connect them to the structure
using a vibration isolating system such as resiliant
channel. Install 2 layers of 5/8 drywall on (2 layers
of) resiliant channel on the wall and ceilings. Seal
all penetrations with low VOC expanding foam. Install
think heavy ceramic tile on the floors on top of thick
mortor subfloors.

It might be faster/less money to take it down and
start over. At least the building permit would likely
be low cost, if you leave a 2x4 or brick from the
original structure and build the new house around it
as a remodel.
