[Cob] Calif. is a bit of a special case

If it can be shown that cob strucutes are stong enough
to with stand the stress of sesmic activity, cob
strucures should be permitable in california. If test
bricks show that best on-site mix(es) and a tractor is
hooked up to pull the building with a guage that show
the sheer force, perhaps that could be part of the
permit process?
New Zealand had a cob strucure that went through a
major quake and I think other building didn't fair as
well, so I think they should do OK in California too.
I think they might have to show that they stand up to
rain also.
