I don't think the bags are intended to last.  If you mix some lime with clay and gravel fines (or Portland if at grade or below), and dampen the mix it will dry hard and the bags become superfluous.

  The bags are encased in cement, or lime putty and hopefully they will  
  not deteriorate if they are not exposed to sunlight. If the bags  
  break for any reason, you need to put in a cement bridge across the  
  opening before much of the sand leeks out.
