[Cob] permit

Hi Lee,
Klamath County Oregon but I suggest people wait until we are able to 
actually have code written for cob or at least start writing it.

Also, I am going to ask if OIT can do a second energy model so we have 
the one from Arizona and Oregon.
There will be a lot less friction from other County Offices once these 
are more settled.

By the way, I am trying to get a TV Station interested in filming the 
process at intervals.
