[Cob] Key in the concrete beam

Well, I really don't like the idea of the cob sitting in a low spot 3 x 6
inches in the center of the concrete foundation beam ready to soak up water
that hits the low point so I called the State and the official I spoke with
has built a rammed earth home.
His suggestion was 3 pieces of re bar horizontal 2 inches apart, secured
every 2 feet with the vertical rebar and cob stuffed into the in between
spaces, creating a sort of upside down key with wedging the cob with a
wedge of concrete and without stuffing cob into a concrete hole.
I relayed this to Nabil and I am awaiting an answer.

Does anyone know if metal re bar will attract moisture creating pockets of
unstable cob?
