Maybe you should send this to the more populated counties ie the codes enforcement officer -  intent on construction of new buildings - I personally favor rehabbing/renovating but it does get expensive. Mine would be for Oswego county and Onondaga county specifically the Town of Onondaga and Camillus and Elbridge. We do have sand but mostly it is dirt and I do know how to make dirt, it does build up against a building and makes it appear a lot shorter by continual degradation of green matter. If you dig it out the building eventually ends up in a sinkhole. They don't use cob a lot back here it is real hard to buy land at all. I absolutely HATE the siding they put on my (former) home in Onondaga county. I liked the coir stuff a lot better although it did break down at the bottom of the siding at the bottom of the house. I no longer get around like I used to so I am not much use on foot - car vandal hit my 1982 up mechanically and the village I am stuck living in took it without proper notification (I feel) to do so. Money was too tight til last year to work on that though let alone land have been searching since '04 or '05 - thanks for update I too feel codes are a little to picky but then again filing a code variance does exist just more paperwork

IMPORTANT COB CODE ANNOUNCEMENT

HELP GET OUT THE VOTE TO APPROVE THE COB CODE

Join the Cob Research Institute’s COB CODE YES VOTE CAMPAIGN.
This October 23-30 US Building Officials will gather in Las Vegas for the ICC Public Comment Hearings to vote on proposals for ICC’s 2021 International Model Building Codes.
  On October 26th there will be a vote
on CRI’s proposed IRC Cob Construction Appendix.

This important vote will decide if CRI’s efforts to include cob in the 2021 International Residential Code (IRC) will succeed.  CRI is asking all cob enthusiasts in the US to contact their local building department and meet with or speak to the Building Official.  To encourage them as Public Servants to help make cob available to their community by voting in support of the IRC Cob Construction Appendix at the Las Vegas October Public Comment Hearings (PCH) and in the Online Governmental Consensus Vote after the PCH.
