Cob: fibrous concrete reinforcement

I work in newspaper printing and can attest that newspapers produce gobs of 
waste paper. Perhaps you could contact your local newspaper and see if they 
would let you take their OLD waste papers to use. It's not powder form, but 
it is abundant and a good long soak in standing water with an occasional 
stirring ought to turn it to mush.

I did an experiment one time using a papermache like pulp mixed in place of
the straw in cob - it made an excellent cob.  Very resistant to rain erosion
and much lighter than normal cob.  <snip>  It is possidle to purchase 
already prepared dry paper
pulp in a loose powdery form.
