[Cob] New list software

Well the new software appears to be working, please email me directly if
you experience any problems.

For those of you who were subscribed to both the digest and regular
versions of the list, it doesn't appear that you can do that with this
software, unless you setup two different email addresses.  Everyone who
was subscribed to both are now configured to receive messages in digest
mode from the new list, though you can change this setting if you wish.
