[Cob] small house design / kitchen appliances

So the reason that most cob houses do not have the appliances or bathrooms is because it would require permit building and connecting to the grid? 
How can I overcome this? 
If I use straw bale for the northern wall, and use a straw bale design with post & beam, can I get it passed?
