Jilly,

Just my 2 cents. If I were in your shoes, I would call up the building 
department and explain the situation to them.  Get them on your side.  I 
don't know about your area, but here in Louisville Colorado,the building 
department has been a great resource.  I can call them up or go in in 
person
and they will usually take the time to expain things to me.  Also, they 
will look the other
way on some of their requirements if they think you are serious about 
building safely but
don't have a lot of experience or money.  Assuming that they will be the 
enemy from the
outset seems like a mistake to me.  If you go in with that attitude, they 
will respond in kind.
