the key to soundproofing is isolation.
in traditional building, the options are insulation, double walls so
that the studs of one do not in any way contact the studs of the other,
and staggering of studs to keep them a maximum distance apart, then
filling the space with insulative material to further dampen vibrations.
The next is a double layer of drywall, with the second layer glued, such
that there are no screws or nails penetrating the isolation barrier and
becoming conduits of sound.
For a floor, you would glue strips of wood, fill the space between with
insulative material then glue another solid floor on top of that. The
glue and the airspace isolates the two levels.
My thoughts on cob design using those principles, would be to construct
the home with closets around the exterior forming a double wall shell
filled with clothes which while not being worn help to keep the house
warm and quiet.
