Interesting--just scanned the Scottsdale one--they do have a GREEN BUILDER 
category.  I think Kelly Hart was involved in setting that checklist up (the 
papercrete dome guy).  But they don't seem to require more than one exit for 
up to a lot of people-- whereas Boulder places a lot of emphasis on fire 
escapes, as well as natural lighting and ventilation.
