Old topic, but Cumberland County, TN has NO
restrictions on building.  The largest town is
Crossville. In fact, I had power set on my property
for a barn.  No more inspections or septic
restrictions!!!  It is a beautiful sleepy place. The
clay is sandy and lots of sandstone and timber.
