[Cob] Permitting

I am "under" the local code for permitting. Less than 120 sq feet does not
need a permit in this area. A 12x12 circle equals 113 sq ft. But it is
possible that someone might complain enough to make trouble later.

I hope that it will be liveable for 1 or 2 adults, but it should be great
 for a studio or office.
