[Cob] Calif. is a bit of a special case

John should be more clear that he is in a major sesmic zone and that is his
main issue with getting cob through code clearance.

In non-sesmic areas no one with decent drawings should have any problem
getting cob legal, if they so choose.  We need to stop perpetuating this
myth that cob is a "new" or "experimental" building matieral.  There are
plenty of built examples and official engineering stats to back it all up.
