Regarding a topic on prickly pears that you posted more than a week ago, I live in an area with many such plants, so making a “water resistant” mixture like you suggest is feasible. However, I would have thought that any organic material (such as chopped prickly pear leaves) sitting in water for several weeks would ferment. How do you keep the liquid from spoiling?
