Cob: Counties with no build codes

Hello to all...a woman in NY asked me if there is some guide (aka secret
knowledge or published book) of counties or townships where there are no
current building codes.

Other than these email group comments I am not aware of any. Does anyone
have tips, or can relate known counties in states with few/no/less
restrictive codes?

She does not want to identify herself by marching into the local
building dept. in her very small town and asking direct questions.
Asking at the hardware store sometimes gets you more attention...so....

I am willing to keep a compiled list, updated and online if people want
to contribute what they know in their state or area.

we all keep asking these same questions..so maybe it's time to post some
sort of info .
