Cob: living roofs

Just read The Cobber's Handbook and have a question regarding the living roof.  The suggestion was a layer of plywood and then some cushioning and then an impermeable membrane. Do you anchor this layer down somehow or just keep on with the next layer which would be cardboard or carpet scraps.
