Kerry, there are many products on the market now.  there are a few
professional  websites, and many contractors are adding lots of extra $$
by doing walkways and floor/driveway staiing and resurfacing.

basically the current cement is washed with acid ( a special type) then
color is added. A friend had color ":mopped" onto her floor for a
varigated swirled look by a contractor.

Powdered colorant is also sprinkled on new cement and troweled or
brushed, so the color needs only to be on the surface otherwise it is
very costly.
lastly you can buy cement coloring at a building supplier in liquid or
powder, and even Michael"s Crafts has small bags of coloring ( $3. for 1
ounce)  and small kits to make stepping stones ( costly)

People are coloring cast cement countertops, etc too.
