I am an engineer, though not a structural engineer. There's nothing to fear in materials, only in inappropriate or sub-standard use. In countries where poor buildings kill it's often because they are built in the wrong location, built too tall, or built in concrete where water is scarce. Cob construction also requires a plentiful supply of water. In places where water is scarce timber or stone are perhaps the best materials to use. The experts you seek are probably to be found in Devon, England. Try http://www.tech.plym.ac.uk/civ/research/research.html for a lead.
