Cob: how to clean oil barrels?

Garages and places in my part of the country, and presumably Annas,that sell 
(or change) oil can probably take used motor oil.  But not contaminated gas, 
let alone the who knows what that might have been in those barrels.

I'm envious of people being able to take a can of bad gas to their local 
dump any time.  In most states, there's a once or twice a year collection 
for hazardous waste.  It probably ends up in a landfill in Alabama.

Steam cleaning--car detailers or engine rebuilders--or burning out might be 
reasonable.

(take it to a) disposal point. Sometimes car spares shops have this
facility, if not then the local rubbish tip shiould have one. Alternatively, 
you could ask a few
local valeters if they are prepared to steam clean them for you.
