Many counties in Tennessee have no building permits.

Electric has to be inspected, to get electric permit you must have septic
permit [you do NOT need septic tank, just the permit.]  That is statewide,
rest is up to county.  The more populus counties and almost all the
incorperated cities have a good bit more than that, but other than the 'big
four' [Memphis, Nashville, Knoxville and Chatanooga, non big by standards of
either coast] most departments will be willing to work with anyone who seems
moderatly knowledgable.  From what I have seen of some of the contractors in
this state it would have to be  a welcome change.

The big question for most of this state is how do you make your living once
you are here?  Most areas including the cities are depressed wage areas wiht
very high unemployment.  Most taxes except sales [almost 10% including food]
are low.  State income tax is outlawed by state constitution although about
every other governor tries to ignore this minor inconvenience and there is
little doubt the state supremes would aid abet if it ever passes
legislature.
