Right, I was just refering to the specific building / picture and in that specific case, it cement was used. I even made some of them myself so that the only reason I knew how they where made :-)

I did not see the original  reference, but earth in not ALWAYS stabilized
with cement...lime can be used or
some sodiun salts, or asphalt, and other ingredients.
