True, and areas often don't update to the latest international issue for 
years.  And some areas don't have the facilities for inspection at the 
moment.  Which, if you lived in one might mean that you could safely ignore, 
say, the size requirements (especially with cob or straw bale, which looks 
larger than it is) but never the drainage issues.  But expect to pay 
property taxes on that 750 square foot minimum!

For $70 bucks you can probably get the Taunton Press set of Code Check 
booklets.  They read a whole lot easier, give examples, tell why.  Some of 
the real codes language does that, some doesn't.

The building codes are often modified by local jurisdictions, if you buy a
copy of the Oregon building codes, what you get is the standard building
code along with a packet of supplements that are the Oregon
modifications, some of which simply note that particular sections of the
code were not adopted by the state, or are replaced completely by one of
the supplements.  In other words, getting a copy of the IBC may not
completely reflect your local codes.
