[Cob] Where is easiest place for building codes in Appalachian Mtn range

Deborah,  West Virginia either does not have or does not enforce any building code across the board.  Some counties and most major metropolitan areas will have code enforcement of some type.  Land is inexpensive and rich in clay and sand and is smack in the middle of the Appalachians.  Good Luck.
