Why bother with a pressure cooker. Thermophilic bacteria do just fine. All you need is sawdust, forest duff or some other carbon rich material to cover the manure. As for meeting code requirements, I have at least one friend that has both a flush toilet and a bucket toilet. He chooses to use the one that uses no water.
