I wouldn't think a foundation would be necessary....there shouldn't ever be enough standing water in the building to compromise it. If you wanted to, I think that a short stone foundation--just 6 or 8 inches or so--would elevate it enough off the ground so that mopping it wouldn't be so messy....and since you're on the ground floor of a 4-story building, an upstairs water leak could--in theory--cause standing water downstairs. A stone foundation would also give the bar something to "grip" on the otherwise-slippery ceramic tile floor.
