Thanks America,
	That is awesome the emergency people are allowed to even build  
earthbags without going through politics and having it tested first.  
Now, only if they would allow this for cob too... Many many poor  
folks could build a nice cheap home if the building department just  
allowed construction and stop with the pocket lining.
