Architect Darrel de Boer uses fishnet with the cob/adobe out in California to add strength for earthquake situations.

Why don't you write to him? He's easy to find when you Google his name.

Don't know about earthbags, though.  I imagine they have a lego effect/factor:  I know nothing about them earthquake situations.
