Whatever way you/they choose will be great!

Getting it permitted would help others especially if it would not cost
others the same amount ($7,000).

Due to the recession many attorneys are underemployed right now so
perhaps you can get a team of attorneys to work with the city and sue
them as a last resort for the damage they are doing to your property
and project.   This would help others also.

I saw a wonderful project in Eastern WA where the home owner built
each room separate.  Composting toilet was up stairs for easy  waist
high removal.  Bedroom here, living/ family room a short walk there,
etc.  Makes people hardier in a good way to brave the elements to walk
to the loo or the kitchen.  This would help others also.

This fellow in E. WA was a charismatic individual and every time the
authorities came out they left with smiles on their faces but no money
in their pockets.

Even tearing it down and abandoning will help in the long run.

This fight to work with nature and stop or lessen the 'war on nature'
is going to be a long multi-generational perhaps even eternal
challenge.

Patience and persistence are needed.
