I'd like to suggest that rather than totally rejecting off-topic 
questions the questioner should be redirected to a more suitable list 
or web site.

For the 45 watt panel question a good place to start would be 
BuildItSolar.com and for solar heating and some PV try solarheat on Yahoo.

topic specific lists for each topic they are interested in.'    True, 
but there are often multiple lists on the same topic of varying 
usefulness.  Not many lists have a list owner as expert on their 
topic as  Shannon is on cob.  John Canavan on SolarHeat is as good in his area.
