[Cob] permit

Hi Lee,
I don't know that cities would be willing yet to accept Cob as a 
building material but I really believe that if it is written into code 
here, it will become impossible for them to deny it's eventual use in 
cities.

I think we should work our way from rural which is where I am to small 
towns and then to suburbs and eventually into cities. This would make it 
less a battle than a slow acceptance by officials. You always win more 
with honey, yes?
