only a poorly written or greed driven code would force such idiocy 
(that of being required to use imported materials)
-the whole idea is to make a code that is designed to allow flexibility
-using local earth is what its all about
-and sand & straw ot some other fiber if you have them
-this is the whole premis that which THE COB CODE PROJECT is based !!!
