If the ground freezes, it is many times worse.... The pressure of freezing water can split steel pipes.. So you must do everything to keep ground water away from earth retaining walls.. As in drainage tiles.. drainage gravel,,, and membrane. Also, don't forget Eves and gutters,and down spouts... This is what I plan on doing. My cellar will only be under my kitchen area which should be a good 15 to 20 feet from any outside wall.
