Dear Phil,
I have a bunch of land in Texas.. West Texas..
I live in NEw Jersey.
Paperpulp,,,, when dried can be very strong and light weight.
I have mixed in "dirt" from excavations and from my stream which
contained a lot of silt.
In both cases the blocks hardened up .. like rocks.
The paper seems to keep things together.
Obiously clay would help cement things together.. But a mixture of paper
pulp and your
dust would be worth a try..

I would use padobe.. paper and dirt.. on the inside walls.. I might even
just use paper pulp
inside.

I think the clay on the blocks i made got hard even outside.. as the
rain did not penetrate the clay on the surface of the block... but it
breathed enough to dry during the sunny days.
I will put up an inverted cone roof to bring the water to the center of
the round buildings.
this will minimize the splatter on the outside walls.
