[Cob] painting black asphalt/ horse fence

Does anyone have experience plastering conventional sheetrock walls that 
have a paint coating, is it possible?  What abou plastering plywood?  I am 
working on finishing the interior of a storage shed.  I also have a wall in 
my house that I would like to experiment with plastering
